INEE Steering Group
In consultation with the wider membership and within the confines of the INEE Strategic Plan, the INEE Steering Group sets goals and plans for the network; approves new working groups and task teams; and provides strategic guidance to the secretariat staff. The Steering Group will continue this work in 2010 and will also guide a strategic planning process to refine the network’s core initiatives for 2011-2013 to achieve the network’s strategic goals of strengthening institutional coordination, enhancing global knowledge and capacity and promoting a dynamic network membership.
Steering Group members are senior representatives of organisations actively engaged in education in emergencies. The current Steering Group members represent the following organisations: CARE International, ChildFund International, the International Rescue Committee, International Save the Children Alliance, UNESCO, UNHCR, UNICEF and the World Bank. Steering Group members are all equal in status, and no one Steering Group member may make decisions for INEE in his/her own individual capacity.
The organisations commit to support INEE with monetary as well as in-kind contributions, including travel to two Steering Group meetings and hosting of meetings. In addition to attending two Steering Group meetings per year, representatives give substantial time reviewing and providing strategic input into INEE activities. The first Steering Group meeting of 2010, from 10-11 May, will be hosted by the International Rescue Committee in their New York office.
Call for NGO applications to the INEE Steering Group (deadline: 5 February 2010)
The INEE Secretariat is pleased to announce a call for applications for a new NGO member on the INEE Steering Group. NGOs meeting the criteria within the INEE Steering Group Terms of Reference are invited to apply to become a member and to nominate an individual to represent it for a period of 4 years (2010-2013).
To apply, an NGO must submit a letter by e-mail to the INEE Director (.(JavaScript must be enabled to view this email address)) by 5 February 2010, signed by a senior organisational officer who is able to make an institutional commitment at the Director level or above, specifying their commitment to a four-year membership and their ability to meet the institutional and individual criteria and responsibilities involved. In addition to the letter, please send the c.v. of the organisation’s proposed member for the Steering Group.

Terms of Reference for Steering Group Members
Membership in the INEE Steering Group is on an organisational basis with one individual member representing that organisation:
Institutional Steering Group Member Criteria—UN agencies, Multilateral, International Non-Governmental Organizations and Local/Regional Non-Governmental Organizations should meet the following criteria in order to maintain eligibility for membership on the INEE Steering Group:
- The institution must have direct experience in education in emergencies, chronic crises and early recovery
- The institution will accept the responsibilities and duties indicated in these Terms of Reference with regard to human resource investments, time allocations, and financial commitments. Specifically, these include:
- Travel and per diem costs for the institutional representative to attend meetings at strategic venues 2-3 times per year (meeting duration: typically 3-4 days duration)
- Necessary working time in home office to complete collaborative/individual tasks (average estimated time on task: 2-4 days per month)
- A membership fee of $ 10,000 (U.S. dollars) per year or equivalent in-kind contribution
- Willingness to allow the representative to attend additional events on behalf of INEE, in order to promote and advocate increased support for education in emergencies and recovery
- Use every opportunity to promote the work of INEE and to influence decision-makers and donors to increase their support for education in emergencies and recovery
- Assume role of seeking funding for specific INEE projects (as needed) and voluntary contributions
Individual Steering Group Member Criteria - The INEE Steering Group is a working committee whose members are expected to meet the following criteria:
- The individual representative must have direct knowledge and specific experience in education in emergencies, chronic crises and early recovery
- Ability for each member to take on certain responsibilities in sub-groups, that may include:
- Working with 1 or 2 other members and INEE Secretariat staff on certain tasks (e.g. advocacy, fundraising, task team involvement, etc.)
- Preparing draft documents for discussion, chairing sessions at meetings, communicating with other SG members and Secretariat staff, and offering thoughtful opinions on any of the SG topics or areas of work
- Attending events to ensure INEE presence, or representing the INEE Steering Group at high level meetings when the opportunity arises
- Additional shared responsibilities that SG members may need to fulfill include:
- Potentially hosting a member of the INEE Secretariat for a minimum period of 2 years; providing necessary on-site administrative support for Secretariat members as well as a collegial working environment
- Raising funds for staff salaries or seconding Network Coordinator or Assistant Network Coordinator
- Chairing the Steering Group for an agreed period of time (1.5 - 2 years suggested)
