Effective education financing in fragile contexts: Challenges and opportunities

Abstract
This session will provide participants the opportunity to engage critically with the challenge of assuring effective financing modalities for education in situations of extreme fragility. The presenters will include individuals with direct experience of the strengths and weaknesses of different modalities at a national level. The aim is to provide an open and honest forum which will bring together different perspectives on “what works” and also the potential trade offs in choosing between different modalities. The session will provide an opportunity for participants to enhance their understanding of the strengths and weaknesses of different funding modalities, to learn from others experiences as to how different modalities have been implemented and to discuss the implications that choice of financial modality has on education delivery in fragile contexts. The session will also include a discussion and update on the recently formed FTI Education Transition Fund.

Session Objectives
- Objective 1: To have strengthened knowledge through shared experience on effective financing modalities for funding education in emergencies and situations of extreme fragility.
- Objective 2: To have provided greater clarity on the strengths and weaknewsses of various modalities.
- Objective 3: To have updated participants on recent developments in FTI Education Transition Fund.
Expected Outcomes
- Outcome #1: Evaluation of outcomes from INEE Policy Roundtable on Education Finance in States Affected by Fragility, including progress on commissioned analysis of the use/ implementation of financing modalities (if available) and plans for INEE Guidance Notes on Financing Modalities for States Affected by Fragility terms of reference, including suggested case studies for the final document
- Outcome #2: Increased awareness amongst participants of different financing modalities and in particular the FTI Education Transition Fund, to strengthen policy dialogue between stakeholders and advocacy messages.
