Bridging the Quality Gap: Launch of the INEE Guidance Notes on Teacher Compensation in Fragile States, Situations of Displacement and Post-Crisis Recovery

Abstract:
Along with structures, supplies, curricula and furniture, appropriately qualified teachers are critical for the provision of quality, protective education. However, in fragile states, situations of displacement and post-crisis recovery, teachers are often underpaid or not paid at all. Meanwhile, there are no policies or guidelines that exist on teacher remuneration in these contexts. This has led to inconsistencies in the eligibility for, amount and frequency of teacher stipends among and within non-governmental organisations (NGOs), government ministries and UN agencies. In the long-term, these insufficiencies and inconsistencies can lead to a brain drain from the teaching force thus weakening education systems. Non-payment of salaries can also contribute to social unrest, and to learning situations in which children are vulnerable to exploitation.
The INEE Guidance Notes on Teacher Compensation in Fragile States, Situations of Displacement and Post-Crisis Recovery were developed to address this critical challenge to quality education, and as such, provide a suggested framework for compensating teachers. They are organised around the following three themes:
- Policy and Coordination of Teacher Compensation
- Management and Financial Aspects of Teacher Compensation
- Teachers’ Motivation, Support and Supervision as Forms of Non-Monetary Teacher Compensation
Speakers will give an introduction to the consultative development of the Guidance Notes and an overview of the content. Participants will hear how they are being used in fragile contexts as a platform for planning and implementing an appropriate response to teacher compensation and will then examine how they can best adapt them for use in their context. Given the differences in teacher compensation issues and in potential solutions in different contexts, there will be discussions about how to contextualize the guidelines, sharing experiences, good practices and lessons learned in addressing context- specific issues in the implementation process.
Session Objectives
- Objective 1: To enhance global knowledge via the launch the INEE Guidance Notes on Teacher Compensation in Fragile States, Situations of Displacement and Post-Crisis Recovery, introducing them within the context of teacher compensation as a crucial gap in reaching safe, quality education.
- Objective 2: To strengthen institutional coordination, policy dialogue and advocacy through an examination of how the guidance notes are being used and can be used in the field, exploring opportunities for application in policies and programmes. This will include a discussion as to how members can partner on their application (and monitoring of their application) in the future, thereby promoting a dynamic membership
- Objective 3: Discuss possibilities for enhancing global knowledge via their continued dissemination to field and HQ/policy-makers, including opportunities to build capacity by their introduction in workshops and trainings, as well as their incorporation into the INEE Minimum Standards update process
Expected Outcomes
- Outcome 1: Compilation of feedback and lessons learnt on the dissemination and application of the Guidance Notes thus far
- Outcome 2: Compilation of new plans for dissemination to and linkages with key stakeholders, including via upcoming events (meetings and training workshops), and for their use in policy and programming, including key messages based on lessons learnt for encouraging the Guidance Notes’ application in policy and programming (where appropriate)
- Outcome 3: A recommendation to the INEE Minimum Standards Working Group as to their incorporation (the extend of this) into the updated INEE Minimum Standards handbook and toolkit
