Addressing Gaps within the Global Architecture of Education in Emergencies

Abstract
This plenary discussion will examine gaps within the global architecture of education in emergencies as well as innovations and steps that have been taken or are currently being taken to address those gaps. The panel will begin with an overview and mapping of the field of education in emergencies, including how INEE as a network and its participatory bodies fit within the global architecture and how INEE collaborates with and complements other frameworks and actors in order to bridge these gaps. The panel will also examine how INEE’s inter-agency policy dialogue and advocacy, capacity-building initiatives and tool development, such as the INEE Minimum Standards, are helping to bridge the risk reduction, response and recovery gaps. Finally, the panel will examine global gaps with respect to disaster risk reduction and prevention education, including priority actions that INEE, its members and partners, can take to reduce these gaps.
Session Objectives
- Objective 1: Establishing a common understanding of what the global architecture of the field of education in emergencies looks like and what the gaps and strategic opportunities are within it; this common understanding will be used as a basis for discussions and planning throughout the three days of the INEE Global Consultation
- Objective 2: Examine the goal of the consultation -- Bridging the Gaps: Risk Reduction, Relief and Recovery— within the context of the global architecture of the field; how INEE links within it and complements various bodies and tools; and how the work of INEE has helped/ is helping to meet the consultation’s goal of bridging gaps. This will include an examination of how the network’s collaborative work can contribute to bridging gaps through tools such as the INEE Minimum Standards (in both the application and through the update process).
- Objective 3: Examine the gap of risk reduction in particular, and how the gaps and strategic opportunities that exist within the global architecture affect disaster prevention and risk reduction. This will include an introduction to the fact that humanitarian response, including education in emergencies, has long focused on preparedness and recovery at the expense of risk reduction as well as an examination of new coalitions, collaborative movements and tools that are contributing to reducing this gap.
Expected Outcomes
- Outcome 1: Delegates begin the consultation with a common understanding of what the global architecture of the field of education in emergencies looks like and what the gaps and strategic opportunities are within it, which is used as a basis for discussion and planning throughout the three days of the INEE Global Consultation
- Outcome 2: Given the common understanding of what the global architecture looks like, delegates begin the consultation with a common understanding of how INEE has helped / is working to help bridge gaps between the phases of risk reduction, response and recovery. This understanding can be built upon throughout the consultation as delegates make recommendations as to what the network and other actors should do moving forward to increasingly address these global gaps.
- Outcome 3: Delegates are able to understand how, in the case of Uganda, gaps in the global architecture affect quality education in emergencies in individual countries and how INEE the network’s collaborative work can contribute to bridging gaps in countries through tools such as the INEE Minimum Standards. This understanding can be built upon throughout the consultation as delegates make recommendations as to what the network and other actors should do moving forward to increasingly address these gaps.
