You will provide technical advice, guidance, and support to a wide range of program design and implementation issues with a focus on larger Education projects. The support to regional and Country Program (CP) teams should advance the delivery of high-quality programming to the poor and vulnerable and align with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS' Education programming is within the Latin American and Caribbean Region.


Responsibilities
  • Contribute to the development and implementation of regional strategies and best practices in Education, with an emphasis on child literacy and early grade reading,that effectively engage partners, donors and governments.
  • Provide technical solutions to country program teams, remotely and on-site, for strategic planning and how to best apply program design and implementation standards, guidelines, best practices and tools, ensuring high-quality implementation.
  • Lead or contribute to the development of the technical design for large and/or complex proposals. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS' approach.
  • Contribute to capacity strengthening initiatives in Education programming for staff and partners through helping to develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching.
  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
  • Establish and maintain relationships with donors, peer organizations, research and other institutions.
  • Participate in Education forums to collect and share best practices and promote CRS' work.
  • Coordination of Country Program strategies with CRS youth and education programs.
  • Lead planning and coordination of and facilitate portions of regional Education events.

Requirements

Education and Experience:

  • Master's Degree in International Education, or related fields.
  • Minimum of seven years of work experience in International Education, with progressive responsibilities, ideally with an international NGO, with minimum of three years of working for programming interventions in multiple countries desired.
  • Demonstrated application of technical principles and concepts in child literacy/early grade reading, bilingual education and implementing education programs with quasi-experimental designs. Strong expertise and experience related to teacher capacity building and motivation. Knowledge on how children learn, active learning. General knowledge of other related disciplines.
  • Experience in business development, project design and proposal development in International Education, including technical writing.
  • Experience in mentoring, coaching, facilitation and training, applying adult learning principles and practices.
  • Experience with program monitoring including applying data collection tools and methodologies, data analysis, data presentation, and learning agendas.
  • Experience and skills in networking with peer organizations,faith-based and civil society partners, and managing donor relations.
  • Experience in government level advocacy, including Education policy topics.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

  • Strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.

Required/Desired Language: English & Spanish required, French desired.
