Summary

Job Summary:

Under the guidance of the Education Program Manager II, the PM will manage Education and Psychosocial projects in the Iraq Country Program (CP), designing and implementing projects advancing Catholic Relief Services' (CRS) work in serving the poor and vulnerable. The PM's management skills and knowledge will ensure that the CP delivers high-quality programming, including projects funded by the U.S. Government and private donors, and continuously works towards improving the impact of its programming.

In partnership and collaboration with Caritas Iraq, CRS Iraq is supporting conflict-affected people to live in dignity through the provision of critical relief items, repairs to shelter, educational and psychosocial (PSS) support for children, and livelihoods and social cohesion support. CRS Iraq's Education and Psychosocial program serves over 10,000 children in Baghdad, Ninewa, Kirkuk and Duhok governorates.


Responsibilities

Job Responsibilities:

  • Manage and implement all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tool.

 

  • Effectively manage talent and supervise staff including managing team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Play a strong role in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
  •  Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships relevant to education and psychosocial programs, applying appropriate application of partnership concepts, tools and approaches. Ensure a high level of collaboration and coordination with other actors including other NGOs, the government and key UN partners.
  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources.
  • Develop, contribute to and write narrative and financial reports to donors, government and other stakeholders.
  • Develop communications material to donors, partners, communities and other stakeholders.

Requirements

Typical Background, Experience & Requirements:

Education and Experience:

  • Master's Degree in International Development, International Relations, Education or related field required. Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Education or psychosocial project management experience is highly desirable.
  • Experience engaging with partner organizations, including capacity building experience strongly preferred.
  • Experience contributing to the development of technical proposals and strong writing skills required.
  • MEAL skills and experience preferred; familiarity with INEE required; familiarity with MHPSS concepts and resources preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Personal Skills:

  • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups.
  • Strong written and verbal communication skills with ability to write reports.
  • Proactive, results-oriented, and service-oriented.

 

Required/Desired Foreign Language: Excellent written and verbal English required; Arabic preferred

 

Travel Required: The position is based in Erbil or Duhok, with 50% travel to project sites in Iraq, including travel to Baghdad estimated every other month; travel regionally for training.

 

Key Working Relationships:

Supervisory: 2 -- 3 senior national staff

Internal: The Country Representative, Head of Programming, Head of Operations, Head of Office, Program Managers, Project Managers, Regional Office (particularly the DRD-PQ, Growth and MEAL TA).

External: Department of Education; CRS implementing partners, especially Caritas Iraq; operational partners and colleague organizations; Local Government; UN agencies and sector leads in the area, and donors.
