The Project: World Vision is seeking Chief of Party Candidates for an anticipated USAID equitable education project in Senegal. The Equitable Access to Education in Southern Senegal project is a 5-year activity that aims to provide increased equitable access to education to girls and boys aged 9 to 16 in the crisis-affected Casamance regions (Ziguinchor, Sedhiou, Kolda) and Kedougou region. The aim is to: 

Offer complementary education services that provide basic education
Ensure that formal basic education is responsive to communities’ needs,
Increase transition from primary to middle school
Support efforts that enable families and caregivers to enroll out-of-school children in responsive education services

The Position:

The Chief of Party (CoP) will have overall responsibility for all project activities and staff. S/he will be responsible for overall technical leadership, planning and management oversight of the program and will serve as the principal liaison to the donor and local government entities. S/he will work with a team to ensure quality, timeliness, and efficiency of all grant activities. The CoP will be based in Dakar and will report to the WV Senegal National Director.


Key Responsibilities:

Direct and oversee grant implementation, ensuring all objectives are met through proper design, staffing, implementation and quality assurance
Develop and maintain relationship with USAID, local and national governmental authorities, local NGOs, and community organizations
Supervise a team of senior level international and national staff with skills across a diverse set of technical areas
Oversee planning and implementation of project activities, including reporting, evaluation, and communication with the donor
Manage project budget within approved spending levels and ensure accurate and timely reports to donors and World Vision US (WV US) staff
Build capacity of key staff and partners through best practices and lessons learned.


Key Qualifications

A Master's degree in education (PhD or EdD preferred) in education policy, curriculum and instruction; related field or equivalent qualifications in international development.
At least ten (10) + years of extensive international development experience managing large grant-funded projects with a focus on education or youth
Proven ability to manage education improvement programs.
Keen understanding of the unique political dynamics of Senegal and ability to work collaboratively to maintain productive relationships with government entities
Proven ability to manage large integrated grant-funded projects in developing countries
Fluent in French and English
Experience as a COP or senior expert advisor required.
