USAID has contracted Social Impact to conduct a variety of multi-country research and technical support activities pertinent to the Middle East and North Africa to address the most pressing issues in the education sector. In particular, these research activities will: 1. Investigate ways to mitigate the effects of the various ongoing crises in the region and their impact on the education sector; in addition to supporting ongoing programmatic technical needs to improve the quality and relevance of education in the region; 2. Gather relevant and updated information and develop durable solutions that increase both equitable access to and quality of safe education opportunities for all children and youth affected by the crisis or in vulnerable circumstances; 3. Support strategic thinking for professional development and programming, and develop and train USAID staff and partners on demanded technical support needs.
Social Impact is developing a roster of short-term consultants to carry out various technical activities released under MEERS. Assignments will occur in the Middle East and North Africa on a short-term basis throughout the four-year period of performance (2017-2021), which includes one base year and three option years.
Participate on and/or lead teams to conduct a variety of activities under MEERS, including assessments, studies, data analysis, trainings/capacity building activities, and other technical assistance in the education sector.
Develop assessment or evaluation designs based on existing scopes of work, including finalizing assessment questions, developing and testing interview protocols and other measurement tools, determining qualitative and quantitative sampling strategies, and finalizing methodological approaches.
Conduct fieldwork in MENA countries, including training team members and/or data collectors in interview protocols and methodologies, conducting interviews, and meeting with USAID and other key stakeholders, such as Ministries of Education and implementing partners, to understand potential uses of assessment findings.
Analyze qualitative and/or quantitative data using the most rigorous approaches appropriate to the time available, and training team members in these approaches, as needed.
Present findings to USAID and write final reports detailing findings, conclusions and recommendations.
Design and deliver training and capacity building for a variety of audiences, including USAID Mission staff, host country governments, implementing partner staff, teachers and/or community leaders.
Required qualifications will vary by position, but illustrative qualifications include:
Master’s degree in education, social sciences, economics, international development, or other relevant fields. PhD may be required for some senior positions (e.g. Team Leader).
Demonstrated M&E technical skills, including assessments, performance evaluations, M&E capacity strengthening/trainings, quantitative and qualitative data collection and analysis methods, etc.
Prior experience working in the Middle East and/or North Africa and an understanding of the local country context.
Prior experience in the education sector, especially in crisis- and conflict-affected environments.
Familiarity with USAID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements.
Fluency in English required. Fluency in Arabic preferred. Other language fluencies may be required, dependent on country of assignment.
