INEE Website: INEE’s website serves as a central location for existing tools and resources, including the INEE Good Practice Guides, Technical Kit, Teacher Training Kit and the INEE/UNHCR/UNESCO Peace Education materials, as well as advocacy documents and links related to education in emergencies, chronic crises, and early reconstruction initiatives and organizations

INEE Minimum Standards Handbook and Toolkit: The INEE Minimum Standards Handbook can be used by Education Clusters to facilitate the development of shared objectives between stakeholders, to promote holistic thinking and response and to frame and foster inter- and intra- agency policy dialogue, coordination, advocacy and action for the provision of quality education in emergency, chronic crisis and early recovery contexts. In addition to the handbook, the INEE Minimum Standards Toolkit is a useful tool for Education Clusters, helping users of the standards contextualise the indicators to their local setting.

INEE’s Adoption Strategies Checklist for Inter-agency Coordination within an Education Cluster
: This checklist guides clusters to utilize the INEE Minimum Standards to strengthen inter-agency coordination within an education cluster and ensures a comprehensive education response.

UNESCO/IIEP Guidebook for Planning Education in Emergencies and Reconstruction:
This guidebook is a capacity building tool covering the themes of: Access and Inclusion, Teachers and Learners, Curriculum and Learning and Management Capacity. Intended primarily for Ministry of Education personnel, others (UN, NGOs, donors) can also benefit especially regards strengthening national capacities for planning and management of education in and after emergencies. The IIEP Guidebook is a complementary resource to the INEE Minimum Standards, and is available in hardcopy and CD-ROM.

The INEE Minimum Standards:
These standards represent a common framework that encompasses the different phases and aspects of education in emergency preparedness, response and recovery. The five categories of standards are the following:

  1. Minimum Standards Common to All Categories (Community Participation and Analysis)
  2. Access and Learning Environment
  3. Teaching and Learning
  4. Teachers and Other Education Personnel
  5. Education Policy and Coordination


INEE Minimum Standards Toolkit to help users implement the INEE Minimum Standards contains the INEE Minimum Standards handbook and Training Materials in several languages as well as practical field-friendly tools, guidelines, checklists, case studies and good practices to help field staff, including those working within the education cluster, to contextualize and implement the indicators and guidance notes within the INEE Minimum Standards.

INEE Regional Capacity-Building workshops in 2007 and 2008 will strengthen regional and national capacity of education and humanitarian workers to ensure the effective application of the INEE Minimum Standards. At these workshops, delegates will learn about the education cluster at the global and field level, as well as share challenges, good practices and lessons learned in the training and implementation of the INEE Minimum Standards, and receive an introduction to the INEE Toolkit and other new materials developed to aid in implementation of the standards.
